My personal guess is that, since the Parkway is closed to bicycles and the bike replaces foot rather than car travel, a hike involving a bike spot along the path is legit for 4000-footer club purposes, but I haven't seen an explicit statement to that effect.

As long as you are traveling to the normal trailhead that is car-accessible, it is a non-issue. Now, if you rode the bike, say, past the Basin parking area to the start of the Liberty Springs or Flume Slide Trails, that would be an issue, because that is not the "normal" car-accessible trailhead. Skookumchuck, the Tramway parking lot, and Lafayette Place are car-accessible, year-round.

Exactly. If you've reached a parking lot your hike is over according to the committee rules. How you get back to your parking lot is not their concern. :)
