I experienced that once on cove on Sebago Lake Maine. It was near a boat launch and beach. We could walk along and see gear (and beer) that had been dropped out of boats. My friends dog totally could not deal with it, he would walk out with us, look down and run back to shore barking all the way. There was 4 plus inches of ice.
 
While we are visiting the Tatras - I would definitely recommend to visit these great mountains for a couple of weeks of trekking over ridges and ranges. It's not far from where I grew up.

I find this line mildly disappointing though:
