Cheated? If so maybe it was due to a "deflated" step rise.

You don't need to go to Finland if you want to do more stairs than that. Tallulah Gorge state Park in Georgia has a 2-mile rim trail that can be done as a loop which includes 595 and 565 steps from the South and North Rims respectively. The gorge itself is about 500 ft. deep and a bridge crosses the river at the bottom of the stairs.
