We did several miles of these roads earlier this month, along with a few short hikes/walks off the road, and found them all reasonably passable, even for conventional vehicles, though we turned around at the beginning of the loop road (only because we wanted to get over to the Springfield Fairgrounds to see David Allan Coe). There are several parcels of private timber lands alongside and near the NM and they have rights across most of the roads; NM literature explains how the logging trucks have the right of way etc. I think it would be dangerous to improve the roads as everyone would go faster. It's quintessential Maine woods with lots of nice views, ponds and streams, not just occasional views of the mountains in Baxter Park, and plenty of mosquitoes. I think hikers, paddlers, campers, wildlife watchers/photographers, fishermen and hunters will enjoy access but the average tourist will probably be in a hurry to leave.
