A factor left out of the article:
Women tend to have more subcutaneous fat (than men), which forms an insulation layer just under the skin. So one possible reason for women having colder hands might be better insulation between the core and the surface. (The IR thermographs measure only the surface temperature.)

In cold water immersion emergencies, women tend to last longer than men due to this layer of fat.
