No direct experience, but we've done 15 Flags on the 48 hikes, and met a lot of people impacted by the tragedy.
If you hike in or around the area, you will see that the land *IS* posted all the way around, perhaps not to the letter of the law in every place, but pretty well. And I suspect they are well aware...
FYI, since people seem to be confused elsewhere, you can still hike any of the official DEC trails inside Gould property, on the way to peaks such as Balsam Lake, Eagle, Big Indian.
A lot of things went on behind the scenes, and since I don't know all of them, I will not comment.
But I know that 'very limited access' was proposed to the owners...

I've heard of goats in the ADKs, but not sure if they were carrying burdens, or just out for a walk. There are certainly horse trails you could take.

I live West of the Cats and we have 23" at 1700'. Fortunately, it's very light snow. I've heard slightly higher totals for friends and neighbors. Bring the snowshoes! :D

I'm not sure about National Forests, but NY tolerates Geocaches in Wild Forest areas (wilderness being the most protected designation), with prior permission.
