APA and National Park rumor

Maybe someone can shed some light on this for me. This weekend in talking to a local up in Wells, I learned that NY state would like to get their share of Adk land up to 51% so that the park could be turned over to the federal government and made a national park. Is this true or is it paranoia? I've never heard this before.

Not true. (avoiding a diagnosis)
The last national park effort was 30+ years ago. It was shot down because of concern that the us gov would not protect
the forest as completely as ny does under
the forever wild provision. Looking at
snowmobiles in Yellowstone and other
trends, this position appears just as valid today.
 
Unlikely

Under Article XIV of the State Constitution we have what is the most protected wilderness area in the U.S. and also what serves as the model for the federal system. Any attempt to bring the federal government into the equation would be most vigoriously opposed.
