After replying to Steve-O's question regarding hiking in Randolph, I opened up the local paper and there is an article about a major reconstruction of the Randolph Hill Road in Randolph NH. The entire road is going to be reconstructed which means removing the existing asphalt and the underlying boulders and subgrade. There are many summer and year round homes along the road, so I expect it will never be closed for long periods, but it may be diffucult to access the trailheads along the road. This road is the center of the RMC's northern trail network so it may be worth planning for a bit of inconvienience.
