They were pretty bad a week ago in the southwest Adirondacks.
I'd say it's a safe bet you'll need your bug net for memorial day weekend if you're headed to the Adirondacks.
In the Catskills, the bugs were out today on Belleayre mountain but not bad. I only swatted maybe a handful of black flies during the day.

Black flies were pretty pesky on Stratton Pond friday night and at lower elevations on saturday but not bad on either summit of Stratton in VT.

Not bad on Blue on 5/19, we started around 12:30, in late afternoon, some mosquitos. On 5/20 in Siamese Ponds area, black flies were enough to annoy the 8-14 year olds. Couldn't stay still for long.

I noticed some in the mountains surrounding Crawford Notch this weekend but nothing bad.
