This doesnt look like a poaching situation as much as wanton killing of wildlife by some low life individuals. The killing occured in the last week of hunting season and I expect it may have been someone who decided that their hunting approach of driving around and seeing if a deer hopped out wasnt working so they got off on shooting a moose. Shooting a moose outside of the rutting season requires no real skill, many describe the skills equivalent to shooting a parked car.

The down side to this is that these types of events sometimes encourages the FS to keep gates closed and locked. Had it happened up the road past the fish hatchery gate, that gate might start getting locked again making cabot a far longer hike.
