Good catch. That is definitely a change. My guess is with limited attendance limits, they would rather sell ski passes than uphill permits. Previously the rules were no access to the mountain outside of operating hours due to potential for impacts to snow operations. I guess the early morning powder folks who used to go up for first tracks before the lifts open will be happy which is one of the stated reason put the rules in to begin with.
 
My understanding also is that at least on their website which I believe is the only place to purchase any tickets there is no uphill fee. That will make some happy but bring a couple of good headlamps. Hopefully this will not lead to or encourage any late night antics on their slopes.
