    Very interesting. Thanks for posting this. It's very nice that NY State is making such an effort for this preservation project. NH seems to be just letting most LeanTos just fall into disrepair and letting them fall down without replacing.

    In NH, it is the US Forest Service, not the State of NH, that controls most of the shelters.

    Most definitely. Although a lot of decisions are made on the local level by The District Rangers. Also most of the LeanTo removal is due to Wilderness area Policy.
