There's no schedule per se. It opens whenever the USFS decides that the frost is totally out of the ground and the now-soft road conditions can support vehicular weight. They 1) don't want you getting stuck in the mud and 2) don't want the road chewed up and in need of repair, not necessarily in that order. Even blacktop state roads up here are posted against heavy vehicles at this time. I'd guess mid-May, given current conditions although if the heavy rain returns this week and continues, even later.
P.S. It's open as far in as the Sugarloaf trailhead, where the pavement ends and dirt starts.
