Pete, I think every hiker understands the difference between removing stuff off of an official hiking trail and all other non-official trails, etc. I think that a simple rule prohibiting trail work on non-official trails would reasonably suffice.

A very good point about the drainage ditches, I noticed this in a few places on the Champney Falls Trail on Sunday and cleared them with a stick. Moving water is a powerful eroder.

You may think so, but this definately is NOT the case. I've closed the same path numerous times (due to a re-route), and well-intentioned hikers continued to clear blowdown for years. Another path shoudl NOT be cleared, because it is scheduled for a re-route, but it continues to be cleared.
