Perhaps F&G or whoever has decided that the threat of monetary fines won't really sway anyone (who cares about fines if I know I'm too smart to wind up in trouble, I mean it's just a dayhike.....) and they're trying to emphasize the risks/hazards? eg, if you get hurt, it's going to be a loooong time before help arrives.
 
I dont think the wmur new report reflect official F&G policy. Surprised I havent seen an official F&G release, it usually follows a pretty standard format and includes the obligatory plug for the Hike Safe card.
