Given the reported back door dealing by the new head of the department with one of tenants in the recent past, I wonder how unbiased the conclusions are going to be?. I think that the state has already decided that any assessment is for the state owned land only and will not take into account any nearby development plans despite the rather significant linkage between it and the summit. It could in theory cover the old air force site which is state land and has been mentioned as possible swap to the cog for extinction of claimed rights on the summit.
