herbicides on trails?

I noticed a bottle of Garlon 4 near a trail junction (not in the WMNF). Is it common practice to use herbicides on trails?

I can imagine that it might be useful to keep some of the thicker growing plants back temporarily, but it seems surprising to me.

I've never seen herbicides used on any hiking trails.

I've been involved with Trail Work in number of settings and never heard of herbicides even mentioned. I've been involved with bushing trails and it's been pretty much manual or sometimes gasoline powered weed whackers.
