Does anyone recognize these little bugs? They are really small, 1/16 of an inch or so.

what kind of plant were they on?

It's a dead ringer for Milkweed Aphid, aphis nerii. (aka oleander aphid)
 
I had good success with Yellow sticky traps for battling aphids. I bought them online from planetnatural but I'm sure garden stores carry them as well.

Those are aphids - They can suck the juice out of plants. Ants will harvest them and keep them around as a food source. They don't eat them though. They give the aphid a gentle squeeze with their mandibles and the aphid produces a drop of honeydew, which the ants feed the queen (and themselves). A really great picture.
