Pine Bend is rarely plowed as there is no parking lot (unless one was built recently), usually folks park at Sabbathday Falls lot and walk or make a loop.
As the DOT crews get caught up (which may be as much as a day after a large storm), the plow crews normally go back and open up the wide spots and parking lots for hiker parking if they are under state control.
Note that if a truck with plow and wing goes by and the main road is in good shape, it takes only a few seconds extra to move over and widen the shoulder as one goes by - in fact the truck may actually be engaged in pushing back snowdrifts along the road so it takes no extra time at all.

Plowing a lot with curbs etc. is much more trouble for the big trucks that are designed to plow main roads - backing up is considered a no-no so there's a lot of turning around somewhere else and coming back. The highway district office in Gilford used to be plowed by a private contractor as the state didn't have a small truck that could do it.

If I do the loop I park as Pine Bend Brk as no fee there :)
