I just hiked Carrigain for my 48/67 finish yesterday. There was one small tractor parked on the side of the road and evidence of recent work. It was an easy 30-minute walk each way to the Signal Ridge trailhead. Shouldn't be any big deal if you do end up walking it.

I've only been there once so I don't remember what the trailhead area looks like. Is there plenty of parking? When word gets out that it is re-opened could space be an issue? My guess is there are a lot of people just waiting for it to re-open or maybe just waiting to avoid the road walk.
 
The parking lot is a reasonable size, but will be full during leaf season. Overflow cars generally park along the road, there's enough room to easily get by. There might be some pent up demand but I don't think you'll see a flood of hikers suddenly converge on the Signal Ridge trail.
