Would I be better off to take the IMP trail or the 19 mile brook trail to hike South & Middle Carter MTS.? Will I have water crossings to contend with? Which is the easier or safer to take? THANKS for opinions.

...you could follow the power line on the left of the gravel road to the parking lot too.

If you're looking something bit more adventurous you could try out going in via the Wildcat River trail (take the forest road about 500 feet down the road to skip the crossings right by the trail head). Get water at the hut then hit up the Dome, then do an out and back to Middle, then descend via the Rainbow trail and take Bog Brook back to the car (or back on the forest road to skip the crossings again). It's a longer day, but the trails are a lot nicer (minus one stretch of Bog Brook that has flagging to follow due to some flooding).
